Moving to a new apartment in same complex?

I want to know if I could move to a new apartment in the same complex. I have been living in my current apartment for about six years and I have had nothing but problems. When I first moved into the apartment, the back door and windows were nailed shut and the back porch was extremely dirty. The air ducts in our home are not clean and constantly blow dust onto our carpets whenever the air or heat is on. The electrical in the house had to be rewired because it wasn't done properly, something is always leaking and broken. I know other people in the complex and they don't have as many problems as I have had. I would like to stay in the area because it's nice, quiet, close to stores and restaurants and easier for me to get to school and work. So how would I go about moving to a new unit?
