Who do i report undue practice too?

I had my house rewired last month my son just happened to look up underneath the house and discovered that there were several wires that were hanging loose and some lying on the ground. I have tried several times to call the electrician that did my house, but he will not return my call back. who or what can I do now to get his attention to complete the job or give me my money back help
