How would I repair electric that has been cut or pulled from an outlet?

I am thinking about buying a house built in 1860 approx. 2000 sq feet. It is a foreclosure and the people sabotaged the house before they left. They cut or pulled the wiring from every outlet and took the breaker box. Does the entire house need rewired or can each outlet be repaired? If the entire house needs rewired I'm guessing that would cost between 10 to 20k and probably not worth it.
